# Methodology and editorial policy

Every figure in the Atlas comes from a source someone opened and read: a regulator page, an official register, a legislation portal or EUR-Lex. Each fact records that source and the date. Numbers and change-of-control rules are checked twice, pages are reviewed by licensing specialists, and data older than 120 days is queued for re-checking.

## Sources

Primary sources come first: statutes and regulations from official legislation portals and EUR-Lex, regulator guidance, fee schedules and forms, and official public registers. Secondary sources (law firms, the Big Four, the financial press) are used only where no primary source states a fact, and are labelled as secondary in the source list. The Atlas never uses a URL nobody has opened: every source link is re-checked automatically before publication.

## Verification

Research is drafted from the sources, then verified independently. Every number: capital, fees, timelines, licensee counts: and every statement about change of control is checked against its source by a second reviewer. Summaries of laws are checked against the full text of the law. A page is indexed only when it passes an automated quality gate: required facts present, every source reachable, no placeholders.

## Update cadence

Regulator news pages and registers are monitored weekly; licensee counts are refreshed monthly; the full text of every law is re-checked monthly and a changed file triggers a new summary. A page whose newest primary fact is older than 120 days is flagged for re-verification and taken out of search indexing at 180 days until it is re-checked.

We aim to answer within five working days and record every correction in the [changelog](https://protegra.io/licensing/data/#changelog).
