What BVI FSC supervises
The FSC is the single autonomous regulator for all financial services business in and from the British Virgin Islands, including banking, insurance, investment business, mutual funds, virtual assets and money services, plus the Registry of Corporate Affairs (company, limited partnership and IP registration).1

Regulatory sandbox

Changing the owner of a licensed firm
Prior approval required. For SIBA investment business licensees, acquiring, disposing of, or issuing shares that create or change a 'significant interest' - defined as 10% or more of voting rights, distributions, or the power to appoint/remove directors - needs prior written FSC consent; licensees separately notify the FSC within 14 days of certain interest transfers. For BVI-recognised mutual funds (not licensees), there is no ownership threshold trigger; instead the fund gives 7 days' prior notice of a new functionary (manager, administrator, custodian) and reports director/auditor/authorised-representative or offering-document changes within 14 days, per the Mutual Funds Regulations 2010 and the Incubator and Approved Funds Regulations.11

What does the BVI FSC regulate?
It is the single regulator for all BVI financial services: banking, insurance, securities and investment business, mutual funds, trust and company management, money services/financing business, and, since 2023, virtual assets service providers (VASPs). It also runs the Registry of Corporate Affairs for company and limited-partnership registration.
Does the BVI licence crypto exchanges?
Since the Virtual Assets Service Providers Act, 2022 took effect on 1 February 2023, exchanges, custodians and other virtual-asset businesses operating in or from the BVI must register with the FSC as a VASP; firms already trading got a grace period to 31 July 2023 to register.
Are BVI mutual funds 'licensed'?
No. Under SIBA and the Mutual Funds Regulations 2010, BVI funds are recognised (private/professional funds), registered (public funds) or approved (incubator/approved funds) by the FSC rather than licensed - the terminology matters because the ongoing notification duties differ from those of a SIBA licensee.

There is no fixed statutory decision deadline published in the sources reviewed; the FSC aims to give applicants initial feedback within about six weeks of a complete submission, according to industry guidance, though this is not an official statutory limit.
Does a change of ownership need FSC approval?
For SIBA investment business licensees, yes: acquiring or disposing of a 'significant interest' (10% or more of voting rights or board-appointment power) needs the FSC's prior written consent. For recognised mutual funds there is no ownership-percentage trigger; instead the fund must notify the FSC when it changes functionaries, directors, auditor or its offering document, within set notice periods.
