Estonian Financial Intelligence Unit (FIU): register, licences and requirements
The Financial Intelligence Unit (FIU / Rahapesu Andmebüroo) is Estonia’s independent national anti-money laundering and counter-terrorist financing authority under the Ministry of Finance. It issues activity licences for non-bank financial institutions, trust and company service providers, and pawnbrokers, while enforcing sanctions across all obliged entities. Following the completion of the EU MiCA transitional transfer on 1 July 2026, crypto-asset provider licensing transferred entirely to Finantsinspektsioon.
How to check a firm on the FIU register
Search the Register of Economic Activities (MTR) at mtr.ttja.ee by undertaking name, registry code, or area of activity (e.g., operating as a financial institution or trust and company services). An active entry displays the company's legal name, registration code, registered address, authorized areas of activity, authorization number, date of issue and validity, and responsible persons.4

The Estonian Financial Intelligence Unit (Rahapesu Andmebüroo) is an independent government agency under the jurisdiction of the Ministry of Finance, responsible for combating money laundering and terrorist financing, enforcing international financial sanctions, and licensing and supervising designated non-bank financial institutions and trust and company service providers.2

The Estonian FIU does not operate a fintech innovation hub; regulatory fintech guidance and market participant support in Estonia are operated by Finantsinspektsioon.3
Regulatory sandbox
No regulatory sandbox exists under the Estonian FIU regime. Authorisations are granted solely on strict compliance with statutory preconditions under the Money Laundering and Terrorist Financing Prevention Act without sandbox exemptions.3

Changing the owner of a licensed firm
Notification only. Under Section 30 of the General Part of the Economic Activities Code Act and Section 70 of the MLTFPA, licensees must notify changes in beneficial owners (>25% shareholding or control), management board members, procurators, or compliance officers via the Register of Economic Activities (MTR). The FIU conducts fit and proper checks on new owners and managers to ensure impeccable reputation and absence of criminal convictions; failure to satisfy requirements initiates licence revocation proceedings under MLTFPA Section 76.4

Frequently asked questions
Does the Estonian FIU still issue crypto licence (VASP) authorisations?
No. The Estonian FIU ceased issuing new virtual currency service provider licences at the end of 2024. Under EU Regulation 2023/1114 (MiCA), crypto-asset service providers (CASPs) must obtain authorization from Finantsinspektsioon. On 1 July 2026, the national transitional period expired and the FIU cancelled all remaining legacy virtual currency licence entries in the register.
What financial entities require an activity licence from the Estonian FIU?
Under Section 70 of the Money Laundering and Terrorist Financing Prevention Act, undertakings operating as non-bank financial institutions (such as lending, leasing, or consumer credit consulting), trust and company service providers (TCSPs), pawnbrokers, and precious metal or gemstone traders must obtain an activity licence from the FIU, provided they are not already supervised by Finantsinspektsioon.
How much does an Estonian FIU licence cost and is there an annual fee?
Under Section 269 of the State Fees Act, an application for a financial institution licence requires a one-time state fee of EUR 3,300 payable to the Ministry of Finance, while trust and company service provider applications incur EUR 345. Estonia does not levy an annual supervisory fee for FIU licences, and licence amendments incur no state fee.
What is the statutory processing time for an FIU licence application in Estonia?
The Financial Intelligence Unit is legally bound to grant or refuse an authorization within 60 working days from the date a complete application is submitted. Applications are filed electronically via the Register of Economic Activities (MTR) at mtr.ttja.ee or through the state portal Eesti.ee, supported by AML compliance rules, fit and proper documentation, and background checks.
What are the change of control requirements for FIU-licensed firms?
Under the General Part of the Economic Activities Code Act and the Money Laundering Act, licensed entities must submit a notice of change in the Register of Economic Activities when modifying shareholders, beneficial owners (>25% interest), or management members. The FIU vets incoming individuals for clean criminal records and business reputation; failure to maintain compliance can trigger licence revocation.
