Financial Services Authority (Seychelles) grants the Securities Dealer's Licence (full or restricted) under the Securities Act, 2007. Operating from Victoria, Mahé, the regulatory body has functioned as Seychelles' autonomous non-bank financial supervisor since 2014. The underlying statute, consolidated to 18 December 2024, came into force on 2007-10-29. Permitted institutional operations under the Atlas mapping include portfolio management, investment advice, order execution on client instructions, client order routing, and proprietary trading. Statutory reach is domestic and cannot passport to overseas financial jurisdictions. A buyer must inspect the official FSA register, which presents a browsable tabbed list of corporate names arranged by activity tab. The tabbed registry listing details company names and registered addresses for active licensees. Corporate ownership cannot change without formal approval from the regulator under s.60(1) of the Securities Act 2007. Transferring either legal or beneficial interest in any single share requires an application under s.60(1A) accompanied by a prescribed fee. Since 1 January 2026, S.I. 120 of 2024 sets this regulatory fee at USD 500 for each shareholder involved. Unapproved transfers incur corporate financial liabilities: s.127(2) imposes general penalties of up to USD 100,000 for non-compliant companies.
