LOK: National Ordinance of 20 December 2024 laying down rules on games of chance (National Ordinance on Games of Chance)

Summary
The LOK re-regulates all games of chance in Curaçao, replacing the National Ordinance on Offshore Games of Hazard (NOOGH). It establishes the Curaçao Gaming Authority (CGA) as an independent supervisory body and creates two core authorisations: a kansspelvergunning (gambling/operator licence, Ch. 2 and Ch. 5 for remote gambling) and a leveranciersvergunning (supplier licence for critical services/goods to licensees, Art. 5.13). Remote-gambling applications go through a two-phase review (integrity/financial standing, then full compliance), each phase decided within 8 weeks (extendable by 4). It sets fit-and-proper, source-of-funds, local-presence and responsible-gambling conditions for licensing, application and annual licence fees (Ch. 6), a public supplier register (Ch. 3), and administrative fines up to the 6th criminal fine category plus criminal penalties (detention/imprisonment and fines) for unlicensed operation.
