National Bank of Georgia (NBG): register, licences and requirements
The National Bank of Georgia (NBG) is Georgia's independent central bank and integrated financial supervisor. It licenses 17 commercial banks, registers payment service providers and virtual-asset service providers (VASPs, mandatory since 1 July 2023), and supervises microfinance organisations and capital-markets participants. NBG also runs a Financial Innovation Office and a regulatory sandbox for fintech applicants.
How to check a firm on the NBG register
Each register is browsed on the relevant NBG page by institution name; the banks and PSP pages show a live filterable/searchable table (the PSP one can be filtered by status), while the VASP and non-bank-institution registers are dated downloadable Excel files rather than a search box. An active entry shows the entity's name, legal form, identification code, and registration/licence date; the PSP table also shows the director's name.8

What NBG supervises
The National Bank of Georgia is Georgia's independent central bank. It sets monetary policy and price-stability targets, issues the lari, and acts as integrated supervisor over banks, microfinance and other non-bank credit institutions, payment service providers, virtual-asset service providers, and capital-markets participants.2

Pre-application meeting / pre-assessment
Prospective fintech applicants can request individual feedback and ask supervisory questions through the Financial Innovation Office before applying, free of charge; the office is explicitly closed to legal, consulting, or intermediary firms and answers are informational only, not a binding NBG position.4
Innovation hub
The Financial Innovation Office (InnovationOffice@nbg.gov.ge) is NBG's free communication channel between financial-technology innovators and its supervisors, providing general guidance and case-by-case feedback outside the formal licensing process.4
Regulatory sandbox
NBG's Regulatory Laboratory (sandbox) was created by NBG President's Order No. 125/04 of 23 May 2025, open to entities in sectors under NBG supervision. Projects move through three stages ending in supervised real-world testing with a limited number of users; completed cohorts have covered tokenised bonds and crowdfunding. Applicants apply via the Financial Innovation Office.5
Fee schedule: No single consolidated public fee schedule was located; the PSP registration fee is documented by a law-firm secondary source (see fees below), and other statutory fees appear scattered across individual NBG rules that were not all locatable in this session.6

Changing the owner of a licensed firm
Prior notification with an objection period. For commercial banks, acquiring or crossing 10%, 20%, 30% or 50% of capital or voting shares, or otherwise gaining significant influence, requires notifying the National Bank; anyone holding more than 10% is a significant shareholder subject to the NBG's fit-and-proper assessment (Law on Commercial Bank Activities, Art. 81 and Art. 1(z5)). For payment service providers, changes of significant shareholders and beneficial owners must be notified to the NBG under its PSP registration order (Order No. 77/04 of 1 May 2023).7

Frequently asked questions
Does the National Bank of Georgia license or just register crypto companies (VASPs)?
Since 1 July 2023, virtual asset service providers must register with the National Bank of Georgia under a dedicated rule (NBG Order No. 94/04), rather than obtain a discretionary licence. Registration covers fit-and-proper checks on administrators and significant owners and AML/CFT obligations; the current register is published as a dated downloadable file rather than a live searchable database.
How many commercial banks does the National Bank of Georgia supervise?
As of 2026-09-24, NBG's own published list shows 17 licensed commercial banks operating in Georgia, ranging from long-established banks licensed in the early 1990s to more recent entrants such as a bank licensed in December 2023.
Can a law firm or consultant use NBG's Financial Innovation Office on a client's behalf?
No. NBG states explicitly that its Financial Innovation Office, which gives fintech applicants informal supervisory feedback before they apply, should not be used by intermediary, legal, or consulting firms: only the founders or technical team of the applicant company.
